Pretty much any support. Their builds are designed to be cost-efficient. Janna, Leona and Alistar are some of the most item-independent champions in the game. All you need are a few basic items and their kits can let them do their jobs in a team effectively.
Outside of the support realm, I think you'd probably have to look at tanky-supportive junglers. Ones that build aura items and use gp10s. Maokai, Alistar and Amumu are pretty nice, but you can do those kinds of builds on most junglers. The only ones that it would be less optimal on would be the ones that you actually have to build damage on in order for them to do anything, like Evelynn.  Thanks to TinyStar for the sig! |

Taric is cheap as well. All I build on him early is gp10 and wards, get oracles, shurelyas and more wards. Then aegis.

Sunfire on shyv? Nononononono its a frozen mallet that you need. Moreover farming more than 11k in a 25 min is easily doable

The people that dont need damage. Soraka is a pretty good example, after lanephase, she really falls off. Her main job is to make sure that the ADC never has to leave lane so he can rush a thirster of i-edge, then clean up from there. ANy of the supports really, they can just grab all teh gp10 items
 Kage's Lucky Pick  Philosopher's Stone  Heart of Gold then sit in lane for awhile and just kinda derp around, and keep the AD alive. After that they all build into useful items (For example, kage builds into  Morello's Evil Tome, which is fantastic for shutting down that annoying mundo). Really those three items MAKE your build cheap, because it lets you nearly keep up with the carrys as far as gold goes without having to kill a single thing.

Supports are the most expensive to itemize, because they have to add infinite wards to their build.

The entire team should be buying wards. Supports alone have to buy quite a few early on however.

^True, especially the jungler. Support wards are often covered by gp10 runes/masteries/items though, which is why they can actually build more items throughout the game without farming.

My #1 is Shyvana with Mercury's (1.2k), Wriggle's (1.6k), Wit's (2.15k) and Sunfire's (2.61k). Total: 7.56k.
I also think about Blitzcrank: Ionian (1.05k), Manamune (2.11k), Banshee's (2.715k), Sheen (1.26k), Glacial (1.525k). Total: 8.67k. But he needs more farm, which is not his strongest point.
