This is the way i look at it; Shen sucked other than his ultimate. Then he got the... BUFF OF THE GODS! and then he was OP must ban material. Then they nerfed him again and he's strong but not broken or worth banning.

Ashe has like 1000 years stun, it's so annoying. Wouldn't call her ban material tho

 Ashe used to be permaban back in the old days. Now she's only banned in High ELO because pros that use Ashe are just unbelievably strong. Most powerful imitation for an AD carry next to  Sivir's  On The Hunt.

At lower elo? Because they can't be handled.
 Shaco KassadinPubstompers 101. Former: "OMG HOW PLAY PASSIVE?" Latter: "OMG WHY AP MID BAD IDEA?" Now:  Morgana : AFK farm and AFK push, go roam. Ult is pretty much derpingly good. Good morgs can't really be shut down, but alot of people i know don't play her because she's just so bloody boring. Shen: Is actually fairly dominant in lane. But can still be countered, ala  Olaf and co. But that global ult is weeeee.....

Shen - His ultimate can pretty much change the course of a gank, and possibly even a teamfight by saving the carry. Also, theoretically, his sustain and short cooldown on Q make him a pretty good solo top and he can jungle. Shaco - Because he is Shaco and he is annoying. Morgana - As Lugignaf said, she can bring a lot of utility into a team fight, and is a hard lane(well, at least for me). Kassadin - He is sent mid, and he is Anti-AP. I am sure you would not want to send your Ashe mid just to counter him.
You know, now that I think about it, I've always wanted to be a baker.
