I run Pantheon as an off-tank jungler on ocassion. It works very well, with great level 3 ganks (or level 2 depending on where you start).
Personal habitual activites? Utilizing gargantuan idioms to fabricate intelligence.

Jarvan fits the bill perfectly. He's the original off tank and an amazing early ganker.
Xin isn't bad either. He can go a lot of routes in the jungle (like a red buff start) and gank as soon as he hits level 2 with his Q and E.
Rest are cool, but Jarvan and Xin are strong at ganking early, whilst others have their other strengths.
