I agree with jhoi. If you have a verified elo rating, then to heck you should have your summoner name up!
I personally think it should be that you HAVE to place your summoner name in upon sign up. Somebody could be lieing saying they have 1600 elo *their guide will quickly prove that right/wrong*, but really, they could be a level 21 trolling.
Having the summoner name up just makes it easier to identify the person & their stats.
