Vlad > Malz.
Malz is an awesome champion, but he's only useful in 1v1 and utterlty useless in teamfights. He is way too easy to counter. Just cancel his ultimate and leave his pool, and Malz is useless for the next 18 seconds. But that's just IMO.

Malz is probably the best(next to Warwick) when it comes to Locking down an enemy. Often when he ulties people focus the guy being channeled on. This can help quite a bit in team fights if you feel your team is not very organised. On the other had Vlad's sustain in lane is greater(personal opinion) than Malz, his ulti can also turn the tides of a losing team battle. Vlad also has an escape mechanism, while Malz does not.
