So, I just realized that is intentional. If you try resizing your browser wider/narrower, you'll see that the network menu jumps to the left/right of the logo to avoid going over top of it, preferring to be on the left of it if there is enough space. Your browser looks like it's just the right width for it to maybe jump back and forth. It's strange that it's not happening on the homepage though, it should be the same on all pages if your browser width doesn't change, but it could just be something to do with the timing of when everything loads.
I'll post a ticket for our CSS wiz to see if there's a reason for it to act differently on the homepage.
