I use it on Ziggs and I like it a lot actually.
First of all, he is a ranged/aoe ap carry in the sense that giving him anything like exhaust seems kind of pointless unless you're really not hitting them with your hexplosive minefield.
Also, ignite seems kind of trivial when he has so many long range/burst damage abilities. With slow, a knock back, and an ult with incredibly long range, ignite seems more like a last ditch effort that would only work some of the time, IF they were always managing to run away from you. Late game it just doesn't seem to have the fire power as everything else.
Ghost and flash I just use for escape, especially since if you're playing him right, he'll be everyone's target and it's nice to have a lot of escape options. Just my honest opinion.
