I too am curious as to the thought process by our local grandmaster and bionic arm.
Certainly not questioning their judgement. I've always maxed q or e simply depending on the matchup but I am very curious as to the why. ^_^  The most in depth guide to Twitch around. Q is very very strong for trading, and that's sorta what Viktor's good at from what I've gathered.

 Master Yi runs from Viktor's laser ((  Death Ray ) using his ever loving  Highlander Ult.

Its unreliable, higher cd, higher cost, no utility
