Well who wouldn't want their AoE spam ult to slow every enemy champion in a team fight while doing more damage and becoming more tanky?

Because if champs didn't have AP ratios, they wouldn't work in ARAB Boots + 5 deathcaps lol. I've actually played as
 Riven twice in a row one time, and then the next day someone else on the other team did the same. It was pretty hilarious.

no one uses these abilities for their damage, but rather their utility. I can't remember the last time someone said man I wish my arrow would do more damage instead of stun, or damn, I need more damage on this powerball

Rylais on Rammus is legit. Although if you ask me I believe powerball damage should scale off movement speed.
But then again I been told I'd be a bad video game designer Have you seen how fast Rammus can get? You'd figure something that fast would rip an Annie in half. Self proclaimed worlds best Jungle Twitch player

I kinda like having an ability than runs off AP on AD carries, lets you have a lot of fun with troll-ish builds like AP Pantheon, AP Gangplank, and AP Ashe.
The reverse of this is going AD on an AP carry, which can also be fun (AD Annie springs to mind). EU West: Mazuran (Main) & DoktorInsomniak (Smurf)
