It is true for all champions. It's at roughly 70AD and up that ArP is more effective. For most AD carries that equals level 4 on PHYSICAL ATTACKS assuming 50 base AD at lvl1+3/lvl+3 from masteries+6.75 from quints.
On PHYSICAL ABILITIES it's above 70 total damage per 1.0AD ratio. That usually equals rank1, I think. And ArP just gets more and more effective the more AD you get (unlike AD runes).

I would choose LW any day for
It's roughly more beneficial with LW for champions who relies on burst spells > auto attacks, and vice versa for burst spells < auto attacks.. In most cases problem?

Honestly, that graph is kinda rubbish compared to the ones in my thread (stickied).
I don't include masteries in that graph and I only include marks (ArP, cuz they're best 95% of the time), but the difference will be very small, so you do get a good idea of how it looks.
DPS wise TBC is slightly better than LW, even considering that it's more expensive.
But unless you get at least 3 hits in a row in someone LW will be the better choice.
The real kicker though is that LW affects abilities that deal physical damage, while TBC doesn't. It's not that TBC doesn't work at all, it just doesn't work well. You need to hit your targets with AAs before you get the ArP, unlike LW. Your base damage is higher on skills, so ArP is more effective and thus LW deals more damage.
I've said this a few times before, but it's worth saying again; LW for carries with physical spells. TBC for those without that rely on DPS. So the great majority of carries should usually go with LW.
