nope is not its attack rate not attack speed and rate is how much dmg you will make based on your attack if you make 80 attack with this mastery on 4 you will make 90+ or somth like that. DonT HiT & RuN I Will Catch You AnD PwN YoU ! ! !

This isn't attack speed. Its better early game and on people who dont build that much attack speed. At level one with alacrity jarvan has .684 attack speed. With the 4 percent attack speed mastery he has .658. At level 7 with 1 point in jarvans e which gives 10 percent as, along with a dagger and recurve bow he has 1.211 attack speed. Same items/level/1 point in e with the 4 percent attack speed mastery in defense he has 1.205. Doesn't really matter that much but w/e. |

If Riot didnt make it clear enough for the two braindeads ^ there check alacrity runes ... it boosts attack speed !!! before saying dumb stuff to noobs ... l2p ! |
