Promote: Increases promoted minion's bonus defensive stats by 15%.
Flash: Reduces cooldown by 15 seconds.
Clarity: Increases Mana restored by 20%.
Clairvoyance: Increases duration by 2 seconds.

Very useful thing for Mages ( Brand, Annie) and Supports ( Soraka and Sona).
Its allow more good map vision ( Clairvoyance) and 1 more Flash in game.
And for mages, this is 1 Point in Utility tree with Expanded Mind , that allow to take Meditation and Scout to take Runic Affinity .

Uh, Teleport's cast time is reduced by 0.5 seconds, not 1 second.
