League of Legends (LoL) Question: How does lethality affect jungle monsters and minions?

How does lethality affect jungle monsters and minions?

Does it take in account their level like it does with champions? What value does it use for minions? (do minions have levels?) Can any of those two go over the level 18 cap and increase penetration over the lethality value?

speculations but it probably uses the value of the lethality as I believe lethality scales with ENEMY champions so I assume on monsters it works as a flat value.

Minions don't have levels, minions don't level up

Then, back to the important question: "What value does it use for minions?"

I'm pretty sure minions and monsters have a level that's (usually) equal to the average level of all players in the game. That means they should also cap at 18 and work with lethality in the same way.

Normal monster camps (the 6 in your team's jungle + scuttlers) start at level 2 (scuttlers start at 1 I believe) and only update their level when they respawn. Dragon starts at level 6 (not sure about baron/herald, probably the same) and update dynamically, so they can sometimes level up even when you're trying to clear them.

Worth noting that monsters don't have much armor (many actually have 0 and red has -15 and goes further down with level) and minions have basically none (they gain a little bit with level but not much. Lethality isn't particularly effective against non-champions, but it does at least have some value vs most large/epic monsters.

I was aware of the jungle leveling system, but for some reason I was under the impression lethality either didn't work on neutral camps or just counted as flat penetration vs them.

I was asking this because I remade my runes and had to take away lethality from all of my pages (I don't play assassins), but some playstyles might still benefit from it if the neutral monster interactions were special.
