I have not tested it, but I would assume so. The first clear may be a bit rusty, but after that it shouldn't matter so much. I recommend trying to clear the ancient golem (blue) camp without any assistance in a custom game prior to playing P v P.

For masteries I would do this.

I jungle nocturne without runes. You'll just have to ask your teammates to help you out more on the first few camps. After that, its all fine.

During low levels it is realy hard to jungle efficiently and keeping up with your team level and farm, there are only a few champions who can even manage it without runes/masteries or alot of help. As suggested by PP get the armor masteries against minions and you should be fine. Armor seals is kind of a prequisete on a jungler imo, then when starting the game I suggest getting cloth armor +5 hp pots. with this setup early jungling (lvl 1-3) will be alot easier.
Furthermore Nocturne is a very fast jungler/ganker when you get the hang of him

Starting Cloth Armor is a really bad idea.. don't do it...

You should start Hunter's Machete. The difference between the Hunter's Machete and Cloth Armor start is that one of them clears faster. The sustain is virtually the same.
