What exactly is the point of this rune? You need the cooldown reduction most in the early game when this is weakest. No ability gains an increased cooldown as you rank it, so the flat runes just make the biggest difference. |

just for full CD purposes on late. Some heros can suit this runes well. but not a core runes. |
