So... let me see if i got this right... this ones give 0,65% * 9 = 5,85% ?
But "Greater Glyph of Celerity", gives 0,9 * 9 = 8,10% ?
This one is the double of the value, because its from lvl 1-18? While the other scales, and we only get the max at lvl 18?

Correct if I understand what your saying.

This gives greater CDR at early levels but the scaling ones give greater CDR later on.
