I can't justify 16.83 AP at lvl 18 for the flat Greater Glyph of Ability Power on most champs.

The scaling runes roughly equal the flat ones at level 7. A lot of mages won't start using serious aggression until they have their ultimate at level 6, as well as second blue buff. That means the scaling runes catch up at exactly the time you want to be aggressive.

If you want AP before 6, by all means use the flat runes. Considering how early they are surpassed, they aren't very common.

When combined with Archmage , it's much easier to use these glyphs pre-level 7, when the per level runes match the flats. I just usually go into the Utility tree, so I wouldn't have a chance.
