Wukong is a delicate character. Much better at counter harrassing than harrassing himself, the Q-buff helped him immensely and i've played with the thought myself.
Still think E>Q though since you do normally want a few AA's after your E with the AS buff.

E>Q definitely. If armor shred increased per level, Q would be no brainer, but E scales better with levels and attackspeed helps you win the trade a lot more than bonus damage from ranking Q.
The only benefit to maxing Crushing Blow over Nimbus Strike is the lowered cooldown, but if you're going to be trading for several seconds, you'd want the AS boost from E anyway.

Personally when I play Wukong I max my Q first, with the recent buff in range if we are csing and freezing the lane I'll smack him on the head with it and walk away and my wave won't be pushed.
The scaling on Wukong's Q is actually huge so it hurts alot.
It is personal preference though both are good.
