Get to level 30, play ranked. Achieve Challenger. Try not to play too bad in games with teams you want to be picked up by. Wait until someone leaves that team. Get your hopes up on joining because you are the best toplaner in NA. Get your dreams crushed because they picked an adc to go toplane instead.

achieve a high rank and know a lot of people that are already on teams and play with them often and wait till there's an opening and maybe you'll get picked
more likely i think is to create your own team, get sponsored, win some tourney games, hopefully get noticed and then get absorbed into someone else's team or if your team is good enough maybe you can win some major tournaments when you're relatively unknown

If you're deciding just now that you want to be a competitive League player, it'll be 2-3 years before you're good enough, and extremely probably not even then.
Not necessarily. I'm not saying this is likely, but several players on teams started playing League, hit diamond, and got on a team in only several months.
