If you look at the stats, you have to add the UNIQUE!

If you coose AP, your best dmg is the one of DAZZLE.
Always try to attack with this skill first, and use all range!
Help you mates with stun and to 1000 dmg!

If you fight 1vs1, stun first. After that, you have to attack with your ult.
Don't use SHATTER until you cant kill you opponent with just this attack or your DAZZLE is reloaded, so they cant run away and you get the kill.

If you choose HELP, you should know: You will normaly get no kill!
This bulid is just an assist 4 your mates.
Its realy not the best, you should take HELP-Taric just if you play 5vs5 games.

DMG-Taric is a good 1vs1 char. Because of 2 Phantom-Dancers you don't need shoes.
Your hits are very fast, too, and strong: 231[normal dmg]+90[ult]+(4193.04[mana]*4%[manamune]
=490dmg!
Now every hit is a critical strike with 250%dmg
=1220dmg!!!!!!!!!!!
And don't forget: You can heal, stun, have a good armor(140), are fast and heal 90hp per sec!
Maybe you can buy a 3. Manamune, its better if you blay vs deff/tank
