3x Greater Quintessence of Desolation
You will deal much more Damage with them.
9x Greater Mark of Desolation
Look above
9x Greater Seal of Evasion
You need it for Counter Strike.
9x Greater Glyph of Magic Resist
It helps you to survive a little bit.

Optional Runes:

Greater Mark of Critical Damage
Greater Quintessence of Critical Damage
Greater Seal of Health
Greater Glyph of Ability Power
Greater Glyph of Scaling Ability Power

Items

Core Build:

Ninja Tabi
Phantom Dancer
Infinity Edge
Phantom Dancer
The Black Cleaver
The Bloodthirster

Situational Items:

Wit's End

Buy it if you play against magicals.

Banshee's Veil

You can take it against casters like Annie or Ryze.

But I usually take the Core Build caus you deal enough
damage to kill champions before they kill you.

Item Sequence

Every time you can, buy Elixir of Fortitude and Elixir of Agility.
It's very cheap but also very very usefull.
I always start with Cloth Armor and 5 Heal Potions.
Then I build it into Ninja Tabi, so you've got a better chance to Dodge
(You need it for Counter Strike).
The next important item for you is Guinsoo's Rageblade.
It goes very well with Relentless Assault.
After buying Vampiric Scepter your standard build is finished.

Usually the next thing I buy is Phantom Dancer. It increases your Atack Speed, your Movement Speed and your Critt Chance (You will need it for Infinity Edge)
Next you buy Infinity Edge. It's the ultimate melee item - you need it.
If you are Level 16, sell your Guinsoo's Rageblade.
For more Atk Speed and Critt you take the secound Phantom Dancer.
Now, Black Cleaver is the next perfect item. It reduces the Armor of enemys by hitting them and you got as much as Atack speed you can have.
The last thing you can do is buying Bloodthirster. This gives you more Damage and Lifeleech.

Summoner Spells

For Summmoner Spells I take:

Exhaust

Use it to catch enemys.

Ignite

Use it when they have >10% of their hp.

Optional:

Flash

Use it instead of Exhaust if you like.

Ghost

I prefer Exhaust but with Ghost you can also escape.

Heal

I dont like Heal. But if you do, take it ;)

Summoner Spells you should'nt take:

Clarity

You've got no mana need.

Smite

You are no Jungler.

Teleport

Well, you wont go back often.

Fortify

Jax is no tank.

I dont need to say something about the other ones, do I? :D

How to play

Fights

The most important thing is : Play aggressive!
When you got your Vampiric Scepter you can start joining every fight.
Use Leap Strike in combination with Empower to jump into a fight.
When ever it's ready, use Counter Strike. It stuns all enemys in it's range.
You should also use Empower as often as you can. You will deal tons of damage!
If an enemy wants to escapes try to catch him with Leap Strike in combination with
Exhaust. You should also use your Ignite if the enemy has >10% hp and you know that he would escape.

Escaping

If you have to escape, try to use your Leap Strike to jump to a minion or a team mate. You can also use your Counter Strike if you get haunted by meeles or tanks.
If you want, you can even use your Exhaust.

Jungling

When ever you got nothing to do, go jungle.
Especially the Dragon is very important. His buff gives you 1% more Damage for every level. For example, when you are level 10 you deal 10% more Damage.
You can kill him as soon as you got Vampiric Scepter.

Good Team Mates

I like playing with

Tanks like Rammus and Malphite
Well, it's easy to get kills with them. They tank and you deal the Damage.
and
Casters like Annie or Ryze
You can jump in and they can deal extra Damage out of some range.

But you usually can play with every champion.
