Abilities

Passive - Phenomenal Evil Power
Striking an enemy champion with an ability grants Veigar a stack of Phenomenal Evil. Takedowns grant an additional 5 stacks. Phenomenal Evil gives Veigar 1 ability power per stack.

Q - Baleful Strike
Veigar unleashes a bolt of dark energy, dealing magic damage to the first two enemies hit. For each target killed, Veigar gains 1 stack of Phenomenal Evil. This bonus is doubled if the target killed is a large minion or large monster.

W - Dark Matter
After 1.2 seconds, dark matter falls from the sky to the target location, dealing magic damage.

Every 50 stacks of Phenomenal Evil lowers Dark Matter's cooldown by 10% (stacks multiplicatively with Cooldown Reduction).

E - Event Horizon
After a 0.5 second delay, Veigar twists the edges of space around the target location for 3 seconds, stunning enemies who pass through the perimeter.

R - Primordial Burst
Blasts the target enemy champion with primal magic damage, increasing based on the target's missing Health.

Damage is maximized against enemies below 33% Health.
Ability Sequence

The most common levelling sequence for Veigar is the one I am using in this guide which follow Q>E>W>R. There are some variants to this skill sequence such as people putting more points in your W early, but I recommend this one.

Summoners
Flash
You need flash. Thats all :) No discussion

Teleport
Teleport is my standard Summoner at the moment. It helps you get back to your lane after your first back, which is helpful since youre often being pushed in early. Afterwards you can use it to help your team when they get ganked. I really like it because I love to split on the sidelane to build a CS and XP lead and with Teleport I can join fights whenever I want.

Ignite
Ignite is good if you want to play aggresive. I use it in matchups which are favoured for me, in which I have alot of solokill potential. With Ignite you can play aggresive early, even getting kills before lvl 6. This way you can snowball early to win a game.

Exhaust
Exhaust is useful against Assasins which want to solokill you. With Exhaust you basically cant be killed. Normally you dont need it but if you feel too scared just take it.
Keystone Rune
Electrocute is the most aggresive choice and standard choice atm. It provides bonus burst to your combo, which makes it easier for you to oneshot people. If you land a full combo it will trigger, which makes it easy to proc.

Arcane Comet is another common choice. It provides free poke in lane and is obviously easier to hit then Electrocute. If you feel more comfortable with it just take it - but I recommend Electrocute.

Phase Rush is another choice. Its viable in some matchups where u want to gap close and dodge skillshots alot - its also really good in teamfights, since you can dodge spells easier. It obviously doesnt help much in lane tho.

Unsealed Spellbook isn't used often but has an insane amount of potential! You have early game pressure with Ignite. At minute 6 you can free Teleport back to lane or roam top/bot. You can also pick up Ghost to roam, Exhaust to have a better 1v1 or Smite to steal baron/drake.
Starting Items
To start of the item section, let's dive into the starting items. You always start with Doran's Ring and Health Potion. After that your next major buy next to boots is:

Lost Chapter
Lost Chapter is a must buy, since it provides you AP, mana and mana sustain in lane through its passive. You also need it to finish your first item.
General Items

Season 14 brought a huge mage item overhaul. The old mythic items got removed and new items got added. Theres several new ones which can be useful, such as: Luden’s Companion, Stormsurge or Cryptbloom. Some old items also got slightly changed. In this chapter I will talk about some important items.

There are some items which didnt change and which are still insane on Zoe. These are Void Staff and Shadowflame. The only new thing is that Shadowflame now makes your spells crit if the enemy target is below 35%. Your "crit" deals 20% bonus damage. I highly recommend building these items in most games after your core items. These core items are (order matters):

Luden’s Companion Luden’s Companion
Luden’s Companion is a new burst item which replaced the old Ludens. It has super good stats. It will be your go to first item. Its the only mana item you need and adds burst to your combo. I highly recommend building it.

Rabadon's Deathcap
Rabadon's Deathcap is THE core item on Veigar. Its passive gives you % bonus AP. This is super good since you stack AP with your passive, thus reaching insane numbers. I recommend building it second if you can - it gives you an insane power boost.

Stormsurge
Stormsurge is new mage item. It provides AP, Magic Pen and Movement Speed. The passive is also super good. If you deal 35% of a champs health within 3secs you get a movement speed buff and after 2sec you deal bonus damage on the enemy. Against squishy champs that shouldnt be a problem with your full combo. Against tankier enemys it wont work, which is why you shouldnt build it against them. Otherwise it is a super good item and can be built. I recommend building it after Rabadon's Deathcap or Shadowflame.

After you finish boots, Luden’s Companion and Rabadon's Deathcap (and maybe Stormsurge) I recommend building the items I mentioned earlier in this chapter ( Shadowflame and Void Staff). Other good item choices are:

Cosmic Drive
Cosmic Drive is a good item. It provides AP, Health, Ability Haste and Movement Speed. If you damage an enemy you get bonus movement speed, which can be super useful in teamfights. I recommend going it if the enemy team has a lot of CC and you need to dodge alot of spells.

Banshee's Veil
Banshee's Veil is a good item. It provides AP and MR. The bonus effect is a spell shield. Its super good against a few champs which want to open their burst combo with one spell. Examples are Annie (you would block her stun spell), Evelynn (you block her charm engage) or Karthus (you could block his ult).

Zhonya's Hourglass
Zhonya's Hourglass is really useful in games with assasins or hard CC. If the enemy team has alot of engage / lockdown I recommend building it 100%. This way it gets way harder to kill you. Its also really useful against assasins like Zed. I only recommend not building it if the enemys cant reach you and if you rather built more aggresive.

Combos
Lane Poke

Baleful Strike > Dark Matter > Autoattack > Electrocute

This Combo is often used as lane poke. Try to hit Baleful Strike or Dark Matter often in lane, while still going for Q - lasthits on minions. If you hit enemys with your spells you also gain AP. If you weave in an auto after 2 hits you will also proc Electrocute.

CLASSIC COMBO (E+W+Q)

Event Horizon > Dark Matter > Baleful Strike

This is the classic combo you often do in lane. Start it off by trying to Cage the enemy with your E Event Horizon. They either get stunned or are trapped in it. Follow up with your W Dark Matter and Q Baleful Strike. If the enemy gets low enough you can even follow it up with your Ultimate Primordial Burst.

Q Flash

Baleful Strike > Flash

This can be used to surprise your enemies, since they wont have alot of time to react to that combo. You can use it to follow up with your R Primordial Burst or when they are low enough that your Q Baleful Strike would kill them.

Sneaky Cage

Event Horizon

You can use it to stop enemies from escaping or ganking. Just place your E Event Horizon in the wall or in their way to stop them. This can be used for multiple champions such as Jarvan IV (as seen in the video) or Zac.

Wards

Level 1

Ward the enemy raptor camp at 1:20. This way you can track the enemy jungler early and avoid ganks.

In Lane

Ward at the Enemy's river entrance. This way you can see a part of the enemy jungle and a part of the river.

Control Wards

You want to either ward the brush in the river or next to your lane. This way your team can gank you easier.
General Playstyle
IN LANE

Your early laning phase consists mostly of farming. Try to stack your Passive Phenomenal Evil Power as good as possible by last hitting minions with your Q Baleful Strike or damaging the enemy mid with your spells. This works best when you either last hit 2 minions with 1 Q or lasthit one minion and hitting the enemy mid with the 2nd Q hit.
Your W Dark Matter helps you clear waves easily and setup the minions to lasthit with your Q Baleful Strike.
Once you have Lost Chapter you wont have that much mana problems anymore. You can try and start poking the enemy laner with your Combo or simple Q hits.

MID GAME

Waveclear and keep stacking your Passive. Often enough you can go sidelane and just farm up there.
Dont be afk top or botlane tho! Try to move for important objectives and help your team. Youre a major carry in most teamfights since you can oneshot any enemy with your Q > W > R combo.
In teamfights you should try to stay in the backline and only move up when a major target is CC'ed so you can oneshot them. You can use your E Event Horizon to split the enemy team, as disengage tool or as a catching tool. You have your powerspike after finishing Rabadon's Deathcap. You should rush it as second item, because it provides you an insane amount of AP because of your passive.

LATE GAME

Once you start reaching full build you should be super strong. You should have about 1000AP+, which makes teamfighting alot easier for you.
Still try to stay save in teamfights, but dont be too shy to just Cage and oneshot anyone from the enemy team.
Your Q > R damage should be enough at this point to oneshot enemy carries, so you can even try to go for a Q > Flash > R Combo.
Taking major objectives such as Baron or Elder Drake should also be easy. Your DPS is really big on them, since your Q and W only have about 2sec CD at this point and your Cage can be used as zoning tool.
Conclusion
Play safe early game/ward river!

Stack up your Passive!

Abuse your insane scaling!

Stay in the backline while teamfighting!

Try to catch squishies!

Use your Cage wisely!
