Hello! Intro.
Hi there. I made this build mostly because I wanted to see if I had actually come up with something useful. I'm really not a high-elo player (I placed Silver III last season), so the things in this guide can be taken with a grain of salt as they come from personal experience within my elo. I'll do my best to explain how the lane works.
Start of the game: Stagger Minions
To start out with, I usually stagger my minions at the start of the game so that the ranged minions arrive later than the melees. I learned this from DOTA, as it was somewhat common to do so there, but basically you'll want to just run in front of the casters and once they pass your first tower, mash S whilst continuing to issue movement commands towards lane. You should see that the ranged minions will bunch up a bit, and that means it's working. I'm not quite sure why I do it, but I always imagine that if the ranged minions come in later, then the lane pushes towards me which is exactly what I want early on.
Laning Phase
For the most part, you should be fine with just walking up and autoing minions for CS. If they try to dispute you, give them a W. ALWAYS AIM TO HIT THE SECOND PART OF YOUR W, you'll be REALLY putting in poke and stacking frost this way, and it allows you to follow up with a Q or an auto. Once you hit level 2, level your E ASAP and start harassing the enemy laner with W. It is smart to also take some minions with it while you're at it, since it bunches them all up for you anyways. Level 3, your trade is now VERY strong with your Q, and you should be going for scraps whenever you have your passive up. Lead with your Q, W them, auto, auto, E, auto, and then walk away. Odds are you'll be taking off about half of the enemy laner's HP bar with this combo. If you have ult up, ulting right after you break them out of E will give you another Permafrost to break, resulting in TONS of damage.
If you've asserted dominance in your lane and have pushed it up, you should try your best to help mid (or bot when you can TP). Sejuani has very solid ganks and you can easily force a summoner spell or get a kill from a well-timed gank. Typically this should begin once you hit level 6, as that's when your ganking abilities are at their best. Sejuani can also clear scuttlecrab quickly thanks to her E, and you should do that whenever possible. If there is no need to roam (i.e. everyone is pushed up), you should focus on taking turret plating, or enemy jungle camps if at all possible. Keep the pressure up in as many places as possible, as you will want to end the game ASAP before you become a glorified meatshield.
Uh oh, It's Late Game!
So it's like, what? 25 minutes into the game? The enemy ADC has been racking up kills and is now 10/1/3. You think "yeah, I have plenty of armor, AND my passive is up, this ADC will be an easy kill!" only for them to turn you into swiss cheese. Welcome to late game, brother. You have a new job now: Protect your team at all costs, and keep the enemy from doing anything that might hurt your friends!

As a tank, you'll be front-lining for your team, but remember that there are many snaky folk who will be coming for them. It's all about knowing when and who to ult. See their ADC lagging just a bit behind the rest of their team while they move? hit 'em with it. The further you yeet, the longer the stun. Peel for your team and pray to Avarossa your team has a brain, because this is now a TEAM GAME. The ADC's life is greater than yours, remember that well.
