Introduction
Ahri is a ranged mage who excels in dealing with out of position characters, chasing and escaping, as well as dealing damage to a large area of enemies. Not only can she obtain kills by herself, she has amazing gank potential to help other team-mates, her laning phase is also lengthened by her passive's ability to sustain her well.
Her kit includes a stun, lane sustain, damage that is both true and of magic, as well as an amazing gap closing ultimate, enhancing any chase or getaway.
However, her low AP ratios encourage late game blooming, thus making her dependant on farming gold and items to be of use to the team.
When all is said and done, however, it's safe to say that Ahri is one foxy lady.
Explanation
I choose these runes to utilize early game damage and sustain.
This is usually my default AP mage runepage and it's hard to go wrong with it.
If you find yourself going OOM quickly you can switch out the cooldown blues for mana regen, especially if you plan to buy cooldown items later, but I haven't had many mana issues early game.
Alternatively, if you prefer playing passively early game, you can take per-level versions of these runes to maximize rune-assisted damage/sustain late game.

This is a standard AP mage mastery set up utilizing maximum damage output and efficiency in summoner spell choice, it's hard to say that there's any better alternative but if you find yourself in need of extra armour early game you can switch the 9 points in utility for 9 in defense, but this reduces her mana regen as well as her utility which she relies on more so I wouldn't recommend it.
