Hello, this is my first build on here, this build is not as tanky as most people try to go but you dish out a lot of damage, enough to keep you alive against most champions.

For runes you will get:

9 magic pen. for reds
9 straight AP for yellows
9 AP/level blues
2 straight AP quints
1 AP/level quint

If you are one of them people who would rather have tank runes you can do that as well.

My masteries give some extra damage at the beginning and help with the lane phase. I have been playing a lot of Teemo lately to make more builds and try other masteries out, and so far I have had the most success with these masteries.

For items I start with boots and health pots, I upgrade that into Sorcerer's Shoes. I then buy Fiendish Codex and Stinger and upgrade that into Nashor's Tooth. After that I buy Malady. Wit's End is good for extra damage but you can buy a Zhonya's Hourglass to be more tanky if wanted. I buy Rabadon's Deathcap for my 3-5 item as I am AP/AS Teemo and not just AP. Instead of Madred's Bloodrazor you can buy just about anything you want (I buy Madred's to shred through tanks better) but you can always buy an Abyssal Scepter or such for some MR.

I use Ignite and Flash as summoner spells, Ignite does even more Damage over time and Flash is a helpful get away.
