Introduction
For top lane, you are going to want some movement speed increases, this is why I take move speed quints and also spec into Swiftness (I will get into the need for this later). But in mid, you want to be able to keep up with the other AP Carry's damage so I take Potency Quints. I Take the same Marks, Seals, and Glyphs for both lanes because that is what is best on Teemo for both top and mid. I have tried attack speed reds, but it doesn't compare to Magic Penn late game.
With Teemo, you need a crazy amount of gold to be a threat late game, for this reason you will want to buy a Kage's Lucky Pick and keep that as long as you can, you will be surprised how much gold income you will be getting. As with most, if not all AP Carry's Rabadon's Deathcap is a must. AP Teemo needs attack speed so a Nashor's Tooth will be a great choice since it gives both attack speed and AP. A Lich-Bane is an amazing item on Teemo because you will be using abilities often to pick up kills and an auto-attack/Blinding Dart/auto-attack combo will destroy any carry or at least severely cripple them.
I picked this skill sequence because I have found it to be the best at putting out damage at all points in the game. Maxing your Toxic Shot first will increase your in lane poke and last hitting because it does more instant damage and also leaves a dot, so if you miss a creep by just a little you may get lucky and the dot will kill it. Blinding Dart Vs. Move Quick, the reason I max move quick before blinding dart as Top/Mid Lane Teemo is because there is no need for the blind to last that long unless you are fighting a carry in your lane for some reason.
Lay down your mushrooms in global objective places like, Baron, Dragon, Enemy Buffs/Friendly Buffs, and where your team is likely to be fighting, Teemos shroom placement is the key to playing Teemo because it saves your support money on wards while also doing amazing amounts of damage when fighting on top of them. They can also pick you up a few lucky kills when a low hp enemy walks over them.
In Lane: When in Top Lane you will most likely be fighting a melee champion, punish him any time he tries to farm but never engage unless they are below 65-75% hp because they will have a chance to kill you early game.
Farming: Big groups of creeps are easily killed by mushrooms, use these whenever you want to kill a large wave of creeps that build up in someones lane and when you leave your lane to buy items so it will take the enemy top lane longer to get to your turret.
Use your passive to its fullest: At level 6+ put mushrooms in the top bush and bait the enemy top lane into them by stealthing in the bush and poking them from it, sooner or later they will have to come fight you or be forced back to their turret.
