Introduction
I've tried other builds with limited success, and this is a rough sketch of an idea I had.
I've tried building him tanky dps, tanky-ish burst, and this is my idea: full out burst.
How I envision playing this, say hello, kill them, kill everybody near them. Hyper Carry Wukong is really what this is.
The masteries I choose, were 12-15-3
in Offense I choose:
Attack speed
Attack Damage
Minion Damage
Cool-down reduction
Amour Penetration
quick run down of why:
attack speed, is good
attack damage is good
minion damage because I find farming with Wukong is really difficult the build I was using didn't have enough dps to let me kill very many minions without the use of spells that I would rather save because of long cool-down times
Armour penetration because its really really good on Wukong.
I Defense I choose the standered amour and and damage reduction masteries
I also choose health because that little health goes a very long way I find.
Also cooldown reduction because its good.
In Utility I took port reduction and time spent dead reduction because I find I sometimes do a lot of both.

Both because if you start a battle and you are getting romped the little amour in this build will get you dead so you need to be out. now.
You could also use:
teleport
ignite
However I suggest always use at least one of flash or ghost.
Teleport will let you get in the action sooner if you die
ignite will help secure a kill early game
I've personally used both multiple times.
Its really up to you to use as you see fit.
