Unless you know you'll be getting golem buff (which you don't state in this build), then 15% CDR from Shurelya's Reverie and 9% from masteries won't take you to cap. Reaching the 40% CDR cap is paramount for any Sona build.
Magic Pen boots implies an offensive tendency for this build, yet this build is missing the one item that can actually give Sona some semblance of burst damage: Lich Bane. Combined with Sona's passive and decent AP, Lich Bane can add a beefy 600-800 auto attack to Sona's arsenal once every 6 seconds or so (along with a lesser attack in between).
