Singed is an AP/Tank/Initiator. He is balanced character that is strong throughout all parts of the game.

Damage:
AP comes from the runes and the poison is already powerful so you don't need to buy too many AP items.

Tank:
With his passive mana items help a little but the majority of your tank comes from the items you build.

Speed:
Between the boots of swiftness, the speed boost from masteries, and his ult, you will have plenty of speed.

Because you will already be fast, ghost is not needed. Use flash instead. A good singed can use flash immediately followed by a fling to single out an enemy champion.


Just like how ignite goes well with damage over time, ignite goes very well with his poison.

Greater Mark of Magic Penetration +.95 magic penetration
These can be swapped out for something else you find more useful, I just use them since they also work well with all the other AP champs I play.

Greater Seal of Scaling Mana Regeneration +.065 regen/5 sec. per level
Singed uses mana. This is mana regen. Simple.

Greater Glyph of Ability Power +.99 AP
This AP is usually enough AP to last you until you finish the Rod of Ages.

Greater Quintessence of Ability Power +.4.95 AP
Same reasoning as the glyphs.

This rune page also works well with other AP and AP/Tanks
AP: Morgana, LeBlanc, Veigar, Fiddlesticks, Annie, Brand, Karthus, Malzahar, Anivia, and Zilean
AP/Tank: Amumu, Nunu & Willump, Blitzcrank, and can also work on Mordekaiser and Rumble if you swap out the seals for something more useful.

OFFENSE: Since nothing from the offense column (besides the magic pen) is useful on Singed I only put 9 in offense.

DEFENSE: Since the majority of the items bought are tank items I don't put any points in the defense column.

UTILITY: This is the best to max out on Singed. It has to many advantages to not max it out. Mana regen, cooldown reduction, and speed are just too good to pass up.

Start with:

Reasoning: Gives HP through his passive, gives mana, builds into Catalyst the Protector.


Note: Until I get my Force of Nature it is very helpful to have two health potions at all times in case I run low on health.
Reasoning: Regenerates health. Duh.


Early game:
Catalyst the Protector
Reasoning: Allows you to stay much longer in the lane before going back, builds into Rod of Ages.


Reasoning: The level 3 speed is more helpful than anything offered by the level 2 boots.


Note: I find it more helpful to get the Regrowth Pendants before the Negatron Cloak since Singed's ultimate will strengthen the health regen of the pendants.
Reasoning: Regenerates health and provides magic resist.

Mid Game:

Note: Build from the Catalyst the Protector from earlier.
Reasoning: Gives health, gives mana, give AP, and gives extra health through passive.


Note: If those opposing team has no threatening DPS then you might consider getting a Guardian Angel.
Reasoning: Gives armor and returns damage to DPS champs.


Late Game:

OPTIONAL!:You can swap this out for a Rabadon's Deathcap if you feel that you already have enough ability to tank.
Reasoning: Blocks spells, more magic res.


Reasoning: Gives mana, AP, and extra health through passive. (This should put you up around 4000 health)

-Max Poison (Q) First
It is you main source of damage and farming.

-Max Adhesive (W) Second
The slow gets stronger per level.

-Max Fling (E) Last
Only a "utility" move, since the fling itself doesn't fling farther per lever and it doesn't deal that much damage it should be maxed last.

As Signed I find the most success laning with a few different types of characters:

-Burst Champs:
If you lane with a burst champ you can single out an enemy champ with your CC and then let your laning buddy do most of the damage. A few good burst laning buddies: Gangplank, LeBlanc, Brand, and Udyr.

-Ranged DPS:
Laning with a ranged DPS with make laning a breeze. Here's why. If you lane with a champ like Caitlyn or Vayne they will push the enemy champs off the minions allowing you a good amount of space to poison the minions, you may not get as many kills/assist as you would with a burst champ but you will lane harder than just about any other combo in the game.

-Heavy CC:
This is the most annoying (and amusing) way to use singed. Pair him up with somebody with a stun, preferably somebody who also does damage like Ryze, Morgana, or Annie. If you have good teamwork then their CC combined with your fling and slow will straight up scare whoever you are laning against. This will give you a good amount of access to the minions, an easy kill on a champion that overextends, and an easy getaway from ganks.
