The masteries shown here are not yet updated for the current season, the guide author needs to set up the new masteries. As such, they will be different than the masteries you see in-game.
NOTE: This build is a specific TF build for counter against tank heavy teams and thus revolves around bloodrazor and high attack speed. It also abuses TF's stacked deck passive and Sword of the divine passive. This build is not as effective against dps teams.
Summoner spells: I always take teleport for extra map control. Some say it isn't necessary but I like it because it helps in defending middle lane early game. But with this much map control, you can be anywhere on the map at any time.
Ignite: this is never a bad choice on a dps character.
alternate spells: exhaust, ghost.
vampiric scepter: i get this item first for the main purpose of more stable laning early game.
Phantom Dancer: The main purpose for this item is its attack speed and movement speed. this item along with greaves makes TF faster than most characters allowing him to chase and hit stun cards. This is very helpful for stunning stragglers and taking them down.
Early game: Try to take middle if you can. If you have stubborn teammates tell them you need the early port and can help gank :D. With vampiric scepter as your fist item, it helps you lane longer. I like to lane and last hit creeps until i have 925 gold, then i blue pill back for greaves and port right back with tele. After greaves, start building either bloodrazor or phantom dancer depending on how tanky the other team is.
Mid Game: During mid game, you should now be racking up pretty significant creep kills and porting around the map to help teammates when they need it. To be a good TF player you must be able to pull stun cards consistently. With many creep kills and hopefully some hero kills, you should have either bloodrazor or phantom dancer finished and start working on the other. I consider these to be the two main items in this build.
Late Game: Now you should have your two main items built, and should get a Sword of the Divine. With high attack speed, stacked deck, sword of the divine passive, and bloodrazor passive, your damage output will be very high against champtions and minions. One stun card will allow you to hit a champion 5 or 6 times, easily dealing more than 1k damage depending on their health.
Remember, the main focus of this build is ATTACK SPEED! not damage or armor pen. the bloodthirster at the end gives you some damage but that is just to help you damage output.
