Introduction
I personally don't like AD on Fizz because he is squishy, i don't want to be auto attacking, if i'm auto attacking then i'm probably being auto attacked, and for example a Tryndamere or an Olaf would probably beat Fizz up if it's an auto attack battle. But it doesn't have to be.
Insane damage.
Great mobility due to Playful / Trickster, Nimble Fighter and Urchin Strike
Can avoid a lot of DMG/CC with Playful / Trickster
Has DoT abilities. No luckers!
Fun to play.
Cons:
Squishy
Not an amazing farmer like Morgana
The AD Offense masteries could easily be substituted by Defense, or more points in Utility.
Flash effect, it is not as risky to leave them out of your build.
The core of my Fizz build is Sorcerer's Shoes and Lich Bane. The rest of the items depend on your personal preference or how the game is playing out.
For example if you keep dying, you should consider getting Rylai's Crystal Scepter But if you are destroying the opposing team maybe Mejai's Soulstealer is something for you. Rabadon's Deathcap is an excellent choice for an AP boost if you are lacking power. If you somehow aren't able to get Blue Buff, or you feel that your cooldowns are too long, you should buy Morello's Evil Tome.
This is when you can start destroying your opponent, use Seastone Trident then Urchin Strike to move in and deal a lot of dmg, then use Playful / Trickster to avoid their nuke and get out, or finish them off, depending on their remaining health.
I max Seastone Trident first, then I put a point in Playful / Trickster to reduce the cooldown. After that i max Urchin Strike for more damage. I mainly use Playful / Trickster as an escape. If I use it as a source of damage I may find myself trapped, if I'm not able to finish off my opponent.
You should be mid or bot lane with a babysitter. It is possible to jungle as Fizz too.
Harass the enemy by poking with Seastone Trident.
When your opponent is at about 50% HP, you should be able to finish him off, use Seastone Trident then engage with Urchin Strike if this doesn't hurt them enough for Ignite to kill them, escape with Playful / Trickster otherwise, use Ignite.
If you don't do enough damage to kill your opponent yet, then wait until you have Sheen your damage will be much higher.
Chum the Waters works really well if you manage to smack it on someone in the middle of their team.
Ignite should be used on champions that heal during the fight.
Remember to wait until your tank has engaged, you don't want to be targeted.
When using Chum the Waters you want to aim behind your enemy, this makes it easier to land the spell.
If escaping or if you need to catch up with a target you can use Urchin Strike on a minion, the same applies if you need to escape.
When you jump with Playful / Trickster you can use the second part of the spell to jump back if you realize it was a bad idea.
