When it comes to Dominion, team setup and strategy decides over gameresult. While Movementspeed is very important for a good mapcontroll, Rammus will allways be banned in drafs. Evelynn is in my opinion a very good alternative. Ofcourse she wont be able to tank, for that she evens out with a decent dmg output, even played on utility tree.
3 Greater Quintessence of Movement Speed are really important, for the rest I prefer the defensive ones: Greater Seal of Armor and Greater Glyph of Magic Resist, but you can just as well go for Greater Glyph of Scaling Ability Power or Greater Seal of Vitality. It really depends on your playstyle, use the offensive ones if you like to sneak up on single enemies, the defensive ones are more reliable in teamfights or in escape situations.
Playing on Utility allows you to use Flash and Ghost more often and also gives you the advatage of movementspeed, specially at gamestart you should be first on top.
Priscilla's Blessing is the first item to rush for, ofc after the Boots of Mobility. You NEED it, it is necessary to cap as fast as possible, in order to make use of your great speed advantage.
As an alternative build, you can also go for AP, you will have higher dmgoutput on early with some AP items, but you will lose the movementspeedbonus from the on top suggested item combo. Either way keep the 2 starting items and after go for Sheen.

Be aware that the ability power build will only make up early, the damage done on attackdamage, combined with lifesteal and spellvamp gives you higher DPS output and more sustain.
• Skill Sequence
Maxing Shadow Walk is a must have, the other 2 skills can be skilled as desired. You wish to reach lvl 6 fast, Agony's Embrace will push your MS, so make sure to also not miss the speedgaps, for a better result. Since people keep dieing all the time, you will rarely have cooldown on your ultimate.

• Summoner Spells
Ghost and Flash, why? The answer is bound to the way you should play eve, in order to be succesfull. Well in first place because your main role is to try capture points near their nexus and so harass them and make them run around.
So why would you do that, when holding top and the 2 startspots are enough? Once you try to cap their base spots, it's obvious that your enemies will try to stop you. That means they need to send you at least 1 guy who is capeable of stoping you, so they split, or even all go for you. This gives your team the chance to capture or hold top and buttom, while once you see the enemies come, you go stealth and walk away, with your ult, ghost and flash, its really easy to just kite them all AND you can run straigth to one of the other spots that are to be defended or captured. Either way, you will in most cases manage to at least neutralize a spot before your enemies will react, giveing your team time.
To mention the start, you will be first at the mill, BUT you dont engage your enemies, you try to cap as much as possible from the tower. You wont get far and since you are squishy you wont help your team much, so you go straight to stealth and run to their mid tower. They wether come and try to catch you, flash is your friend here, or they cap the mill and you neutralize their mid, they wont gain points. Right after your enemies have the mill they will come for their mid tower, if your 3 mates are back again for the mill you join them, else you go bottom and harass the solo guy. For the rest of the game, keep in mind that your main role is to split them and neutralize their towers, while your 3 top laner should have offtanks/stuners and will need good teamwork. After a few minutes you will see your enemies split, or come 1 by 1 and thats when they lose teamwork, while your team can score at this time. Also pick out the low hp guys who try to get away and act as much unpredictable as possible.
• Pros / Cons
• You are very agile and you reach spots on the map faster than most others.
• You can stealth and escape pretty easy.
• Your enemies will have to spend money for invisible detection.
• You do get a lot of points by caping and neutralizeing.
• Once your enemies split around and dont know how to counter you, its a freewin.
• Can be countered with lightbringer or an oracle.
• Your team will be mostly 3 top 1 bottom and you will join fights later.
• Only usefull if your team operates to your actions.
