Early game

As Ezreal you go Armor Penetration and Cooldown Reduction. Cooldown Reduction because you play the whole game with your Q-Skill. With your Q-Skill you also reduce cooldown from other Skills. It can be very helpful. In early game u got big problems with your mana, so dont' waste your mana with your Q-Skill.
In early game you dont need your W-Skill because this skill is just helpful when you push turrets to give your team mates attack speed. Although this skill reduce attack speed from opponent champs it isn't helpful in early game.

Mid game

In mid game you can play more aggressive. With Ionian Boots your Q-Skill got a cooldown of 2-4 seconds, that's really low. You shot your opponent down with your Q-Skill and jumps to him with your E-Skill. Your E-Skill you also can take to run over walls or something like that. With your Ult you can snipe champs from everywhere. You can waste your Ult because you got your Q-Skill which reduce cooldown from other skills, when you hit a minion or a champ.

Late game

In late game you are full AD Carry and you just stands behind the truth action. You shoot with your Q-Skill the others low and then you kill them with your Ult. You also can steal with Ult kills or Nashor.

Q-Skill - Mystic Shot

Ezreal fires a bolt of energie which reduces all of his cooldowns by 1 second if it strikes an enemy unit.

W-Skill - Essence Flux

Ezreal fires a fluctuating wave of energie, dealing magic damge to enemy to enemy champions and reducing their Attack Speed, while increasing the Attack Speed of allied champions.

E-Skill - Arcane Shift

Ezreal teleports to a target nearby location and fires a homing arrow which strikes a nearest enemy unit.

R-Skill - Trushot Barrage

Ezreal channels for 1 second to fire a powerful barrage of energy missiles which do massive damage to each unit they pass through (deals 8% less damage to each unit it passes through).
