Summary
Howdy, I'm Artomix, and this is my first League of Legends related guide. This guide came about when a friend and I watched Cinderhelm's video about positioning. After a while, we realized the problem my friend was having with Fiora (She was too squishy to help much in team fights) had more to do with the notion that Fiora is a carry.
With her skill setup, she certainly could be a carry, and that's how we built her! In fact, that's how most guides build her! But as it turned out, melee carry isn't such a great idea, especially without CC or any sort of survival mechanism. It constantly left Fiora in a position to be ganked, and due to her lack of any sort of range, combined with a lack of escape options, she essentially had to 100% commit to a fight or else be killed (or sit a fight out).
This could have been our own inexperience, or it could have been a general truth about Fiora. Either way, we weren't happy with the notion.
So we got to thinking about it, and my friend asked me to make a build that would make Fiora more survivable in team fights, something more like a fighter and less like a melee carry. This is what I came up with.

Fairly simple, all purpose rune page. Many folks I know don't have access to a large number of rune pages, and so I built this accordingly. This rune page setup is very solid, perhaps not the best, but fits many many many champions. Use something more to your liking if you have the extra page to spare.
I go with flat Health, Armor, and Magic Resistance to carry Fiora through the early game when she's weakest. The armor penetration works well with exhaust, ensuring near true damage until around level 8+, when folks tend to start picking up more defensive items.
