Introduction
Well...this build explained by itself. Its the most equilibrated build you could make with Jarvan. The atack damage it have is archieved thanks to Manamune and Atma's Impaler passive. This items are these are the most important part of the building despite are the less expensive. With manamune you no longer have problems with mana at early-mid game. Atma's Impaler will give you an important part of your atack damage (2% of your HP), crit chance and extra armor.
The attack damage that deal with the build is wrong, cause mobafire dont added the passive of Manamune's and Atma's. So the real final damage with the build is over 300!
Also have 18% chance of crit and evade. This could give some kills and save you in some situations. With Frozen Mallet you can also slow enemies and with Frozen Heart you reduces their attack speed, so they will end bored of you (think about that: You use "e" then "q", enemy champion(s) slowed, then use w, mooore slowed if possible, and then use "r" and you can quietly kill him). You could use this combination in many different situations, for example to save a teamate or save urself. With this build you will be an excellent teammate for teambattles, slowing, trapping with ulti and dealing and receiving a lot of damage.
The last poit is the cooldown reduction, 20%, that will allows you to use your shield one second before it ends, and the same for the flag. So it's perfect right?
For me is the perfect build, although it may vary depending on the situation. It may seem a bit strange, but when try it...will not disappoint you.

Well im going to explain you why i choose this runes, and the alternatives.
Greater Mark of Desolation The Mark of Desolation is basic on Jarvan dps builds, for deal more atack damage. Also is very useful on hybrid builds like this one.
Greater Seal of evasion, in combination with maseries and Ninja Tabi will give you many chances of evade atacks.
Glyph of Warding give an extra magic resist for early game, that may be useful in more than one occasion.
Essentialy for early game, combinated with start item Rubi Crystal you will start with ~770HP! a great advantage to get first blood.
ALTERNATIVES:
More cooldown % helps you to leaveing circle of terrain of your Cataclysm.
Greater Quintessence of Desolation For deal an extra damage.
