This build is made for quick kills and easily catch the enemy, Great speed and attack damage for those who like to kick some ***es, much health allows you to stay in lanes longer.
AS with Wukong you don't need armor penetration, because you have the skill (Crushing Blow) that grants you sufficient armor penet., I found no need on using Black Cleaver.
