Not Updated For Current Season
The masteries shown here are not yet updated for the current season, the guide author needs to set up the new masteries. As such, they will be different than the masteries you see in-game.
So I noticed that my favorite build didn't take into account the on attack speed, and decided to make my own Kog build. I also changed up a few other things in an attempt to make Kog rather nasty late game.
With Madreds and bio-arcane barrage, which will be you spam ability you'll soon find that you do tons of damage to high hp characters (and by the time you've hit 14 you should have maxed out your attack speed) meaning you do insane damage to any champ (even those HP stackers will die to you quickly). The one drawback to this build is that Living Artillery (which is my favorite part about Kog) isn't nearly as powerful as it would be with an AP build, but most of those AP builds don't recommend you 1v1 with your Kog (after all, you're there to harass and nuke).
With my build, however, you should be able to go 1v1 with pretty much any other hero and smoke them. For those who hit hard and fast enough to drop you use your exhaust (or Void Ooze + Ghost for a guaranteed getaway).
The strategy is pretty simple. Early game you'll need to be a bit careful, if someone is foolish enough to charge you and your lane buddy simply exhaust, turn on bio-arcane barrage, and scare them off (if it looks like they'll be able to squish you simply void ooze and run). I usually use my void ooze frequently to weaken minions (once you get Artillery that works pretty well too--40mana for an ae power? heck yeah!). Feel free to waste mana on minions early game, as you'll probably need to generate money via minion kills, last hit as much as you can. If you're in a lane with someone else who can combo well with you (has a decent stun/slow and knows how to use it) you can save your mana to gank an enemy champ who thought they had a chance, but you don't need that much to do it. This build doesn't use up much mana, you won't be spamming Living Artillery (unless someone is running away and you can kill them by doing so), but rather you'll be using void ooze to slow, triggering Bio-Arcane barrage, and then beating the crud out of some champ who just can't see to run away. When fighting you should try to use your artillery attack whenever the timer resets, but don't go stacking it and wasting all your mana.
