1. Drop Clarity for Teleport The reason is discussed in my guide but basically any time you would pop clarity you could Bpill buy restore health and mana, then Teleport back. The draw backs are a little longer wait time in between the 2 spells, and you give up that "you think im out of mana" kill you sometimes get. Although good players will remember you have Clarity and not fall for it so I don't tend to rely on it in better matches. Where as Teleport can always be used to switch lanes to prevent a gank or initiate on yourself, combined with your laser that can hit well beyond there tower it can be a very deadly spell.
2. I would suggest moving Archangel's Staff to your third item spot after your boots and Nashor's Tooth Reasoning behind this is simple, you are playing a max'd CDR champion and this item will fill out its mana ability "and thus increased ap" very quickly. If you get it early you will be less worried about mana issues, and have greater AP when you finish your Rabadon's Deathcap Which I would move up into your 4th spot forgoing Mejai's Soulstealer altogether. to me Mejai's Soulstealer is an early game ganking item or very late game item where you want the most AP for the slot. Either way I almost never take it as you are sure to become focused when you do "if your not already" losing your stacks and making it sub-par to other ap items.
3. If you still want to use Clarity I would suggest taking the mastery Insight from the support tree. It doubles the amount of mana you restore to your team when used. When you consider the low impact that individual mysteries have this one is well worth it for most games. Obviously if you see that the rest of your team is playing non-mana users than you can switch it out.
4. Minor detail, in your introduction you say you'll have a 24sec laser at lvl three, When what you mean is you'll have a 24sec laser at level eleven when Finales Funkeln is level three.
Like I said earlier I think this has the potential to be a very good CRD Lux guide with a few tweaks. Entrusting that you will at least comment back to me and continually strive to better your build I will give you a +1.
