Mordkaiser can be one of the most devastating lane pushers in the game. All his skills except for his ultimate deal aoe damage and can burn through creep waves with ease. If you are a newer player that has problems with the concept or execution of last hitting creeps this guy will solve that issue by just brute forcing his way through whole groups without issues. His passive gives him a very nice shield that can make harassment in impossible for the opposing team and can make him extremely tanky in the late game. He does not have any taunts or stuns for utility as a tank, but if played properly he can draw aggro from the opposing team by applying pressure to towers and preventing his laining opponent from getting last hits. In the late game he excels at dealing aoe damage in team fights that will eventually punish a team for ignoring him and going after the squishy carry.
The bulk of Mordkaiser's damage is magic damage, hence the magic penetration Marks. His damage shield also benefits from any armor or magic resist effects so taking a mix of these Seals to help him farm without harassment in the early game. Mord's damage output is limited only by his cooldowns so taking reduction glyphs and quints can help him output more damage and keep his shield from melting away between cooldowns.
The 9/21/0 mastery build gives Mord a little more spell penetration, cooldown reduction, and some very nice damage reduction talents that will keep him working in a lane and keep him alive when the other team inevitably realizes how much of an actual threat he can be.
Mordkaiser uses his own health pool to cast spells instead of mana/energy. That being said health regen is a very important stat to obtain in the early game to keep you farming in the lane and not constantly running back to home base. From there your basically building resistance tools to help your shield weather the storm of you enemies tears. After you have the basic tanking set we turn our attention to increasing his damage and adding some slow utility to his spells and attacks while still improving his health pool. At the end game we go for a little more damage and some cooldown reduction. Keep in mind that being an uber tank is fun and all, but these damage items in the end game are necessary to keep your status of "threat if ignored". If we went all tank items the opposing team would kill our team and then focus Mord. We need to stay formidable in the late game to keep the status of tank and not just "hard to kill guy that we focus last".
