This build brings Morgana to the next level and will require good play to take advantage of it. The build offers massive spell vamp with the ability to control movement speed and being very hard to kill.

I chose all Ability power runes that gain per level. The reason i did not go flat Ability power is because at level 8 the leveling runes become much better(how many games end before you hit level 8?). I also picked up 3 Cool down reduction Quints(also gain per lvl)

I chose Clarity and Flash, Morgana is a mana eating hero; with clarity though she can trick heroes into pressing her while she seems weak. Flash can be used to either save your life or just pop into the middle of a huge team fight and get a 3-5 chain on your Ultimate(shield yourself if you do that or expect yourself to die before 2nd part of ult finishes)

This build allows you to Quickly clean up entire waves with a single AoE soil and any jungle creeps that don't carry a buff. You are strongest Lane-ing alone but will be fine duo lane-ing at the start as well.

Pros:
Hard to kill while in a Lane.
Can refill your Hit points within seconds due to spell vamp.
Later in the game Hex-tech Gun-blades offer you another control effect.
1v1 It is near impossible to die(don't miss your root or this doesn't hold true)

Cons:
Low armor and Hit points(till late game)
This build requires great care to use safely one screw up in any fight = your death(IE miss your root and you are probably dead.
Normally targeted first in team fights.

I start with Dorans ring, by far the best item overall for Morgana to start with.
(solo lane)
I don't return till i have around 2600-2800 gold Clarity allows you to do this and still push a lane effectively
(duo lane)
I return as soon as i have 1350 gold

Upon the first return you will buy your Sorcerer shoes for Magic Pen, and a Brilliance elixir. The potion gives you a huge boost to your current Ability power and cool down reduction(I buy one of these every 4 min in the game and it is totally worth it)

2nd return you will purchase a hex-tech revolver and a brilliance potion.
3rd and 4th return are the same as the 2nd.

5th Return you will buy a Needlessly large rod and another potion.
(if you have more money purchase the blasting stick as well)

6th return you will finish the Death-cap and buy yet another potion.

7th return you will want to start building a Xhonya's for survivability as you will be priority target at this point(if you aren't you are doing something wrong).

After all that you want to finish up building 3 gun-blades yes i said 3 and never stop buying potions(at this point you should be buying Fortitude and Brilliance every 4 mins.
