You need to build pantheon with some damage. The double warmogs aren't worth it. I would sudgest using 
Last Whisper or Trinity Force on him. If you guide is supposed to be Tank Pantheon I would suggest changing the guide title.

This build is so obviously complete garbage. Of all the bruisers who can be built tanky, Pantheon is not one of them. He doesn't have CC except one small stun, so if he doesn't have damage, he has nothing. And your masteries are ****, too.

I hope to God that's a typo in the title...and why build Avarice Blade so late? Build it early for that extra gold!!! Then build it into Atma's Impaler later on.
