Well, I guess this is just standard for AP casters.

Masteries

Same here, also kind of standard 9-0-21.
In the offensive tree i take the ignite mastery over the magic penetration, just for the AP early.

Items

Boots are so great for early lane dominance, I would suggest to ALWAYS go mid with Annie.
Great for harrasing your opponent and at level 6 that can easily lead to a kill.
