Lucian
Lucian is imo your strongest counter. He has the tools needed to counter you in lane. He out damages you in all ins, can easily beat you in short trade, and can push you in. You outscale him around 2 items, but if the Lucian is the same level as you skill-wise he should beat you in lane. Your goal is to farm and land Q's on him whenever you can. If he does mess up, you can look to follow up on your support and all in.

The most common and basic adc summoner spell is Flash + Heal
There are special cases where you can subsititude Heal for:
Exhaust - Good against assasin heavy/burst comps or if you're laning VS a champion like Yasuo/Yone bot lane
Teleport - Playing for heavy scaling to get an early back and rotate a lot easier after laning phase
Basic Itemization Tips:
Start the game with Dorans Blade and get Tear on your first back. You want to rush Manamune as soon as you can then finish either Triforce or Divine depending on the team comp you're against. The most common item after your 2 core items is a lifesteal item which is right now either a Ravenous Hydra or a Blade of the Ruin King.
The Triforce/Most common Build:
This build is pretty much like the old Ezreal build pre item changes.
The Tank/Brusier Shredder build:
This build focuses on shredding bruisers and tanks in front to back teamfights. This build can still burst squishies pretty well and offers a lot of survivability against heavy ad comps and dive comps. You also get a lot of "Ability Haste" with this build which lets you spam your abilities and E a lot in fights.
Boots are Situational: Ionian is the more common boots, but you can also go Steelcaps if VS Heavy AD and Mercury Treads when VS Heavy AP/CC comps
W - Another poking tool that can be utilized with your Auto and Q. Try not to use it often until you have more mana unless you're sure you can proc it or going for an all in
E - Your escape tool and follow up skill. Make sure not to E in unless you're sure to win the fight as it does have a really long cooldown
R - Really strong poking ability for lane, as well as a finisher. You can easily get your ult back up by hitting your Q's so don't be scared to use it. You can also use it to snipe people across the map. Make sure to pay attention to people's position when they are backing all over the map
There are certain match ups that lets you play more aggresive depending on the support match up, but for the most part your goal is to make it to your 2 item spike and start winning teamfights then.
Once you have your manamune fully stacked, you can pretty much one shot most squishy targets if you land your combos correctly. Just watch out for E'ing aggresively as it does have a really long cooldown. I usually look to E aggresively when my Flash is back up, as a back up just in case they hard commit to kill me.
Another good thing about Ezreal is the fact that you can actually lane with any kind of support. You can farm safely with a roaming support, follow up with an aggresive support, poke hard with a mage/sustain support, and etc.
