I am Jochnes and have been playing League of Legends since Season 2!

Pros and Cons


Pros

+ strong wave clear
+ selfpeel
+ safe DPS
+ good mid and late game
+ CC and zoning


Viktor has a lot of impact on the map after upgrading Death Ray with Glorious Evolution. He got sustained damage with Siphon Power and scales pretty good into the late game. With Death Ray he can stall out any game and if he gets jumped on, Gravity Field and movement speed from Siphon Power will peel for him.
Cons

- bad wave control early
- team reliant
- delayed damage




Obviously Viktor's biggest weakness is the early game where he can't control waves and has to farm for his passive Glorious Evolution.
It's annoying that Aftershock on Death Ray and Chaos Storm damage have a delay and can be avoided by mobility, so he is kinda reliant on CC from his team for setup.

Core Items



Doran's Ring
Doran's Ring gives insane Mana sustain when killing minions and also help with last hitting due to it's 15 AP and 5 on-hit dmg against minions. Never buy 2 of them thought, since it's passive is unique!



Corrupting Potion
Until season 11 I prefered Doran's Ring over this item, but since you want to get Dark Seal and Tear of the Goddess on your first back now, there would just be too many items in your inventory, making it hard to buy other recipe items. Another option is to start with Dark Seal and Refillable Potion, but with that you need to base really early, because you have no mana at all.



Sorcerer's Shoes
Increases your damage against champions drasticly. Compared to Ionian Boots of Lucidity, Mercury's Treads and Plated Steelcaps it's the most impactful option to take. Viktor can get stats like Cdr and Magic Resistance from other items.
With Sorcerer's Shoes you deal 11,6% more magic damage against enemies with 34 Magic Resistance.



Liandry's Anguish
The burn effect from Liandry's Torment can be spread fairly well by Viktor across the enemy team. The Ability Haste is pretty good on Viktor and will be the main reason to buy it. It's value increases in long fights and against targets with more HP.



Demonic Embrace
Synergyzes with Viktor's AOE spells and gives him really strong sustainable Dmg. It makes him really strong for teamfights and enemies will have a hard time killing him with the bnous armor and magic resistence that he gets from his AOE spells hitting the whole team!



Cosmic Drive
You buy this item mainly for it's high Ability Haste stats. It synergizes very well with your big mana pool from Seraph's Embrace, depending on how much gold you have on your first base after completing your mythic, I would sometimes build Cosmic Drive before finishing Seraph's Embrace though!



Luden's Tempest
I would only buy this item on Viktor when your enemies are not going to buy magic resitence. The effect from Liandry's Torment will pretty much always deal more dmg than Luden's Tempest so it only comes down to the magic penetration that it gives.



Mejai's Soulstealer
When having atleast 6 or at best 10 stacks on Dark Seal it's reasonable to upgrade it into Mejai's Soulstealer. Especially when going for Luden's Tempest since you will have a lot of burst damage to secure kills and Mejai's Soulstealer counts as legendary item, so Luden's Tempest will grant bonus 5 magic penetration for a cheap price! I will help you to snowball even harder!



Void Staff
When you are going for the Sorcerer's Shoes + Luden's Tempest + Mejai's Soulstealer build, Void Staff becomes extremly strong since % penetration is calculated before flat penetration. That means the 38 flat pen will hit your enemy after 40% of his magic resistence is already gone! I think this is an extremly strong build that will be really abusable!



Rabadon's Deathcap
Viktor has insane AP scalings so Rabadon's Deathcap is highly recommended. Even Siphon Power's shield scales with AP. Since your inventory will be kinda filled up with other items, it's helpful that Rabadon's Deathcap is built out of 2 Needlessly Large Rod's. They don't take away too much space.

Situational



Banshee's Veil
In some hard matchups or overall against assasins you can build an early Verdant Barrier and later on build it into Banshee's Veil. The Cdr. and Spellshield are useful for Viktor, you can fight almost any mage with this and protect yourself from getting caught by CC spells!





Zhonya's Hourglass
Seeker's Armguard can be build against physical damage dealing assasins though you don't need to rush for Zhonya's Hourglass!
Finish it later on then but for early and mid-game the 45 armor should be enough.
Chaos Storm can he redirected while in stasis of Zhonya's Hourglass.


Morellonomicon
Morellonomicon's only purpose now is to reduce healing! I would only recommend to buy it if the enemy team has insane healing champions, that you will be able to affect consistently with your spells. Otherwhise it's just a waste of gold since the item doesn't have good stats. For example to be building it against Soraka than against Vladimir since he probably won't be your main target, while against the Soraka, everyone is a possible target. It also comes down to how fed the healing Champion is and if someone else in your team has already bought healing reduction.

Early Game



Overall:
In season 11 Prototype Hex Core is removed from Viktors passive, but he cal still upgrade his abilities. Now you need to get 100 Hex Fragments to get access to an upgrade. You get 1 Fragment per minion kill, 5 per large minion kill and 25 per champion kill. This opens up more options in Viktor's itemization and makes him more consistent in early game. You are no longer dependent on getting a good recall with atleast 1150 Gold. You just need to farm well and will get the first upgrade at around 8 minutes.
Trade your enemy with Siphon Power when he wants to go for last hits and make use of the high range from Death Ray. Thought it's most important to play for prio, safe enough mana so you can push the lane and roam if your team needs it. Also you should prioritize CS over trades to get your upgrade asap.
Siphon Power: A great trading tool, both instances - the projectile and Discharge together deal a ton of dmg. The shield on top of it makes it impossible to lose trades if you stay away from enemy minions so they won't attack you.
Siphon Power's animation can be canceled: Q target - click somewhere else - click auto attack on target. It will go out much faster!

Gravity Field: Use it whenever it's obvious that your enemy want to go for an auto attack or ability cast that locks hm into an animation where he can't move for a short time. For example: Orb of Deception, Plasma Fission, Transfusion. They will probably retreat and as they run away you can trade them with Siphon Power and auto atatcks.

Death Ray: Poke your enemy at max range as long as you have the Mana for it, thought it's always useful to safe some Mana for a push to go base. From level 5 on you need 2 Death Ray's to kill the caster minions. Try to go base before the next canon minion wave, which comes every third wave, because your enemy won't be able to push it in fast enough and you won't miss a lot of farm while going back.
Chaos Storm: You can use it to get a free push and go base while missing no farm. That provides you a safe recall in case you need it. Chaos Storm has insane base damage so if your enemy ever steps up to far, cast it on him and run him down! Chaos Storm will move faster the closer you are to it, Phase Rush makes it easy to keep up with it and your enemy.

Mid Game



Overall: Push the wave with Death Ray and some auto attacks on meeles minions. Go and roam permanently, Viktor is hard to catch with Gravity Field and Siphon Power so you won't be punished if you play it smart. Lookout for CC of your team mates: A stun Concussive Blows or long lasting slows Tongue Lash can be a great opportunity to hit Death Ray's Aftershock, CC chain with Gravity Field and kill with Chaos Storm.
Siphon Power: Try to spam it in fights for the movement speed and always evaluate if you can go for an auto attack on one of their carries. Also try out the "Double Discharge Dunk" a technique invented by the all mighty Jochnes! Use Siphon Power - wait a bit and then auto attack - Siphon Power - auto attack Death Ray between

Gravity Field: Look out if someone falls for your trap to get multiple hits with Death Ray and Chaos Storm
Death Ray: Try to use Death Ray in the direction that your enemies wants to go
Chaos Storm: Stay close to Chaos Storm or make it stay close to you, so whenever someone is threatening you, Chaos Storm can be sent onto him. Otherwise send it to an enemy by clicking on him with "R" and it will follow him. Be carefull with stealth enemies though, you need to redirect it onto them again. Make sure to keep track of Chaos Storm anyway to get maximum value out of it.

Late Game/ Teamfights/ Objectives


Overall: Only the damage from Siphon Power and Death Ray will be deadly for the enemy carries. So always look for opportunities to get onto them but don't try too hard and stay close to your team. Use Gravity Field in small corners to zone enemies and control Baron area or to go for a tower push while the enemy team can't go in.
This is the most optimal damage combo for an all in: Siphon Power Chaos Storm Death Ray Auto Attack | Gravity Field can be used as the enemy runs away or start of with it.


I recommend to watch this VOD, it only shows Crown playing Viktor on Worlds 2016. Froggen and LS will be your casters!
