In this build, I will show you that, Soraka is viable for Jungle. Ranked/Non.

The runes I picked for Jungle Soraka.
Marks:
Greater Mark of Alacrity - tier 3.
+1.7% Attack Speed x9
- Attack Speed Marks are required for any Jungle champion.
The added attack speed is helpful with clearing the jungle at a faster rate.
Helping to keep your champion in-level with Mid.
These Marks are extremely helpful with Soraka. You can see in my item guide that most, nearly all items give you attack speed. This helps with the on-hit item stacks.

Seals:
Greater Seal of Resilience - tier 3.
+1.41 Armour x9
- The Seals are for survivability, your greatest friend when you're a Soraka in Jungle.
These keep her alive.

Glyphs:
Greater Glyph of Potency - tier 3.
+1.19 Ability Power
- Choosing these Glyphs for Soraka give you the chance to Maximize her supporting (Heal and Silence/Mana-Giving) Ability. It also gives a bit more out early game with Starcall.

Quintessences:
Greater Quintessence of Strength - tier 3.
+2.25 Attack Damage
- The quints chosen here are for maximum strength while using On-Hit it's preferred you use them.

The Masteries in this guide have been chosen for Maximum play style with Soraka in Jungle.

Attack Speed + On-hit. What else could you want?
Being Sorakas normal attacks are weak, why not get On-hit.
On-hit powns everything.
