Uhhhmm yeah this is my first time publishing a build so i dont really know what i should do and what i should explain but well ill try. I got talon the day he was released and believe it or not i failed him horribly i quit playing him for about 2 days and then i thought ill try him again with my own build so i did and suprisingly it went great.

yeah the runes gotta explain those =P
the flat armor seals are for the harrasment that u can get in lane just to be save that u wont die while getting first blood.
the mr per lvl glyphs are usefull all the way so that u wont be oneshotted by leblanc, veigar or other bursters.
armor penetration marks, well tallon's spells all deal physical dmg so do his basic attack's so these are a must to have

kinda the standard offensive 21/0/9 masteries if u want u can pick improved exhaust but im more of a ignite fan so its up to you

i begin with a Doran's Blade. i try to stay in lane untill i have 820 gold then i port back for basic boots and another Doran's Blade. reason i get 2 of those is that it helps early game damage and survivability. afterwards get mercury treads wich are essential for any burst/assasin follow it up by a The Brutalizer for the dmg and armor pen. then get a Sheen for the extra 100% burst dmg. upgrade The Brutalizer to a youmou's ghostblade. Sell one dorans and get a Vampiric Scepter as you will need some more lifesteal. then get a Phage. now get a Trinity Force. upgrade your vampiric scepter to a Bloodthirster. and at last get a Infinity Edge

make w first you can farm better it's good harrass thats all there is to it.
cutthroat get a rank at lvl 2 it's so that u can blink towards your target and give them some quick harrass. max q second its gives burst dmg paired with sheen it does some nice damage. dont forget to rank up your ulti when u can.

Flash - must have escape or innitiate tool its versatile and it can save u
Ignite - nice finishing spell for if they run away with just that little bit of hp
Exhaust - they deal less dmg whats less to like about that
Cleanse - yeah you can consider that but well you shouldnt go out in the open as u are a burst assasin

Pros
- very effective farming
- nice harrass with w
- one epic chain burst combo
- deals a lot of dmg
- low cooldows ultimate

Cons
- will die quickly if focused too much
- meh not much to no cons if u play him as he should be played
