Masteries
I basically built this build assuming your lane partner would be a heavy mana user such as Yi or Sion in which case your Clarity helps them out a lot. I also added extra move speed to get away or get to and stun targets faster. The ability power per level is there because Taric usually isn't amazing until level 18, plus you are focusing on heal mainly in the beginning rather than damaging moves.
