Introduction
The all AP runes maximize your damage but leave you slightly squishy. It is easier to catch up because you get AP per level. Since this is a top lane champ the armor is helpful. This will make you dependent on Q for damage but your posion will also hit a touch harder.
The second set of AD runes is what I use. Early game the difference is damage is noticable. This plus the rushed Attack Speed early game means if you can maintain range your opponent is stuck playing safe unless he wants to be harrassed and killed because wonce you get your W you are faster than them.

Both masteries are AP heavy, but there are key differences:
Masteries for Pure AP have better mana regen and amounts. This is good if you are a Q spammer. And means since you shouldn't be forced from lane as much you get enough mana back.
The Preffered masteries are interesting. Your main damage will be Toxic Darts and AA. The extra AD makes you hit a touch harder early one. Slightly faster movement speed means you can avoid their grasps a little more.
I like having Good hands though ***ide from the offensive tree the rest is your preference.
