Well, this is my first ever guide. I hope this would be helpful!
Start with a Regrowth Pendant and a Health Potion
You can also start with Doran's Shield and a Health Potion but I recommend Regrowth Pendant. It keeps you from going back. So you would not miss any XP and it would be easier to get about 2200G for a B.F. Sword and a Philosopher's Stone.
Don't start with Doran's Blade nor a Vampiric Scepter. You shouldn't rely on Life Steal so much. But you know, that's my opinion, go with what's comfortable for you.
For the AP build you might find 3 Archangel's Staffs a little strange but if you think about it. In my experience my mana can reach 4000 without the mana growth (1400 * 3 = 4200). With 3 Archangel's Staffs, 9% can you believe it! 9% so your AP would go :
-3 Archangel's Staffs = 135 AP (without the conversion)
-Mejai's Soulstealer = 20 AP (without the stacks )
-Rabadon's Deathcap = 155 AP (without the 30% )
So, all these would equal to 310 AP without the passive effects.
Let's say you have 4500 Mana. (4500 * 0.09 = 405)
Let's say you have 5 Stacks. (8 * 5 = 40)
And the effects of Deathcap. (310 + 405 + 40 = 755)(755 * 0.3 = 226.5 let's make it 226)
So the Deathcap adds 226 AP (755 + 226 = 1001 AP) WOW!
Your Mushrooms deal 650 Damage + 80% of AP (650 + 800.8 let's make it 801)
So you Mushrooms deal a total of 1451 Damage!
For the Hybrid build, I just throw Items Around. Experiment
1.) Berserker's Greaves
2.) The Bloodthirster
3.) Phantom Dancer
4.) Frozen Mallet
5.) Sword of the Divine
6.) Malady or Guinsoo's Rageblade
1.) Boots of Mobility
2.) Archangel's Staff
3.) Rabadon's Deathcap
4.) Mejai's Soulstealer
5.) Archangel's Staff
6.) Lich Bane or another Archangel's Staff
You can replace Ghost with Heal so you will survive more in team battles.
You can replace Ghost with Exhaust to kill before getting your Frozen Mallet.
You can replace Ghost with Teleport.
You can also replace Flash with these but I would not recommend it because it is really Useful for escaping. You will be prioritized in team battles and you are really squishy.
Pros / Cons
-Really Big Damage
-Can Kill Enemies Running with Poison
-Superb Speed for Escaping
-Advantage on 1 on 1 battles because of blind
-Prioritized in team battles
-Can be easily Ganked with wards while planting bombs in the Jungle
Attack Speed Build
-Really nice Life Steal
-Capable of Surviving
-Can Kill Really Easily
-Has a 50$ Chance of Crit
-Mushrooms are Rarely Used (in my experience)
-AP is very bad
Ability Power Build
-AP is massive
-Mushrooms Often kill
-Mushrooms can clear lanes
-Toxic Shot has a Massive Boost
-Blinding dart has REALLY BIG DAMAGE
-Really Little HP
-Pretty much useless on team battles
-Not So Squishy Life
-AP will boost the damage of Toxic Shot
-Has a Little Lifesteal (From Toxic Shot, Blinding Darts, and Normal Attacks)
-Can Kill Easily
-Can be Killed easily
-Not so great life
I think Hybrid is a not so good Build.

I really think Teemo is a really Fun Champion!
He can carry at some games!
At some he could be made a Support!
He can Scout Baron and Dragon!
