Starting items are all about your opponent, but honestly, TF is already really slow, i don't see why you would not get boots. If you are up against LeBlanc, boots will not help you, obviously, but against most, it will be the way to go.
Twisted Fate wants to farm farm farm. and then you land one good gold card and your opponent is dead. but only if you have the penetration. CDR will not help you do a bigger burst.
First of all, I disagree with giving any levels to W (after level 1) if you can level Wild Cards. Q is TF's nuke, and it must be leveled as high and fast as possible. Second, this guide provides no Magic Penetration items; Ionian Boots of Lucidity are not necessary since you can get TF another early CDR item (like Fiendish Codex for Deathfire Grasp). Your E already provides CDR.
Third, some parts of this guide seem too color heavy, I think. Images could help lower this issue. Also, you require alternative item suggestions to make this guide more effective.
Another advice is that you DON'T have to necessarily ward both bushes, and this may not be enough. It depends on their jungler. Usually, warding one bush and keeping closer to that bush's side is enough, although you can keep the other ward for another time.
Finally, I almost wholeheartedly disagree about [Zhonya's Hourglass]; the armour it gives is almost negligible lategame, the active is usually good on mages that have skills which keep going even if they activate the item's ability. A Void Staff (in case you keep the boots) would probably benefit you.
Twisted Fate AP is about positioning and Cooldown ;)
